This applies to academic degrees, PSA certificates (Birth/Marriage), professional licenses, or powers of attorney executed in the Philippines that need to be submitted to Kenyan institutions.

Local Notarization / Agency Certification

• Have the document notarized by a licensed Philippine Notary Public (for private papers) or certified by the issuing government agency (e.g., CHED for diplomas, PSA for vital records).

DFA Authentication (Apostille/Certificate)

• Submit the certified document to the Philippine Department of Foreign Affairs (DFA) Office of Consular Affairs to obtain an official DFA Authentication Certificate.

Consular Attestation

• Present the DFA-authenticated document to the Kenyan Consular Section in Manila for final consular legalization, stamping, and signature.

2. Kenyan Documents for Use in the Philippines

This applies to Kenyan Police Clearances, academic certificates, or corporate records that must be submitted to Philippine authorities (such as the Bureau of Immigration or SEC).

Central Verification in Nairobi

• The document must first be authenticated by the originating department in Kenya (e.g., DCI for police clearances, KNEC/Commission for University Education for transcripts).

MFA Legalization

• Submit the verified document online or physically to the Ministry of Foreign and Diaspora Affairs (MFA) Legal Division in Nairobi via the eCitizen portal (mfa.ecitizen.go.ke) to secure a national authentication stamp.

Consular Endorsement

• Present the MFA-endorsed document to the Consular Section in the Philippines alongside your valid e-Passport for final diplomatic endorsement.

Submission Checklist & Fees

When attending your scheduled legalization appointment, please provide:

• The original document bearing the primary stamps from the respective Ministry of Foreign Affairs (DFA or MFA).
• One (1) clear photocopy of the entire authenticated document packet.
• A copy of the applicant’s valid passport bio-data page.
• Payment of the standard non-refundable consular legalization fee per document (payable via the designated consular banking channel).
