Eligibility Criteria

This document is issued under urgent circumstances, including:

• Loss, theft, or severe damage of a valid passport while in the Philippines.
• Sudden, essential travel to Kenya when an existing passport has expired and there is insufficient time to process a standard e-Passport.
• Stranded Kenyan citizens awaiting repatriation.

Required Documentation

Applicants must present themselves in person at the Consular Section with the following items:

• Emergency Application Form: Duly completed and signed (available at the mission).
• Proof of Kenyan Citizenship: Original or copy of the expired passport, National Identity Card, or Kenyan Birth Certificate.
• Police Report: Mandatory if the previous passport was lost or stolen (must be in English or accompanied by an official translation).
• Flight Itinerary: A confirmed one-way airline ticket or flight itinerary booking directly to Kenya.
• Passport Photographs: Two (2) recent, identical passport-sized photographs on a plain white background.

All the above documents must be submitted Physically for the  Consulate of Kenya in Manila to issue an official endorsement.

Processing and Issuance Guide

Document Verification

• The consular officer reviews your proof of citizenship and validates the urgency of the travel window against your flight itinerary.

Interview & Security Clearance

• The applicant undergoes a brief interview to confirm identity and status. Background database checks are conducted with immigration authorities in Nairobi.

Immediate Document Issuance

• Upon clearance, the physical Emergency Certificate is printed and handed over. Processing typically takes twenty-four (24) to forty-eight (48) hours from the time of submission.

Important Notice: Upon arrival at any port of entry in Kenya, the Emergency Certificate must be surrendered to the Immigration Officer. It cannot be used to travel back to the Philippines or to enter any other foreign country.
