Second-Generation ePassport Migration

The Government of Kenya has officially phased out all old-generation (dark blue, machine-readable) passports. In compliance with International Civil Aviation Organization (ICAO) and East African Community (EAC) standards, all old-generation Kenyan passports are null and void.
All Kenyan citizens residing in or visiting the Philippines must migrate to the new biometric East African Community Second-Generation e-Passport to facilitate international travel and consular transactions.
Transition Requirements
Initiate Migration Online
- Log in to the eCitizen portal (ecitizen.go.ke). Select the "Passport Migration" application stream, complete the digital form, and settle the statutory fee.
Prepare Document Packet
- Print your migration application form and online payment invoices. Gather your original old-generation passport, original second-generation National ID Card, and Kenyan birth certificate.
Biometric Enrollment
- Schedule and attend a mandatory biometric capture appointment at the Consular Section. Your old passport will be cancelled and returned to you upon issuance of the new e-Passport.
Key Information
- Travel Restrictions: Airlines and immigration authorities globally will not permit travel on the old-generation non-biometric Kenyan passports.
- Microchip Data: The second-generation e-Passport features an embedded electronic chip containing the holder’s biometric data (fingerprints and digital photo) to enhance security and curb identity fraud.
- Processing Timeline: Because e-passports are centralized and printed in Nairobi, applicants are advised to initiate their migration at least three (3) months prior to any planned international travel.
Notice: The migration process cannot be done entirely by mail. Physical attendance at a designated consular processing workstation is legally required for digital photo and fingerprint validation.
